Steam players are only a small subgroup, for sure. But...
...polls are predicted to +/- less than a percent accuracy based on interviews of only a few thousand individuals. So, while the Steam numbers definitely are not representative for the absolute total player count, they can be reasonably assumed to be somewhat correct regarding trends and development.
Also, there always is the option to "flush Steam from your ESO sytem" - i.e. launch the .exe directly. Quite some people use Steam only as an online shop front end, many of which might hence do so. Others (like me) also appreciate the social aspect, keeping up-to-date with who of your buddies comes on, chatting and arranging appointments with them, etc. Those will keep launching ESO via the Steam Library, and keep appearing in the Steamcharts player count.
TL;DR: Steamcharts figures are no indicator at all for total ESO population. They are almost certainly mirroring gamewide trends accurately, though.

Steam, it shows like last 2 week there has been 35k player. I'd triple that so ESO is somewhere around 100k player, because Steam was launched 4 month after PC-launch so not all are there.

Steam is still a very good sample. Id wager 100k is probably on the more conservative side of estimates for PC. Theres no telling where ESO stands on PS4/Xbox. My anecdotal experience on PS4 so far makes me think atleast on the EP side of things that the game is thriving. Ive started numerous new characters recently and areas like Bleackrock, Bal Foyen and Davons Watch are heavily populated in the evenings and mildly populated through out the day. The game only feels empty as youre questing because of the lack of communication since many have either moved their VOIP over to Group/Guild or turned it off completely.

Nice try, but it's actually because of legal restrictions relating to such things as market sensitivity. These sorts of things usually only get a mention when annual reports are published, such as the current news about SWTOR's major subscription growth which has been detailed as part of EA's financial returns.
