The "new" in-combat bug

I understand ZOS is aware of this issue, but I wanted to see if a ZOS dev could confirm that they know about this bug changing in severity.

Before IC in-combat bug:
I could not stealth
I could not mount

After IC in-combat bug:
I cannot stealth
I cannot mount
I cannot transit
I cannot pick up scrolls

What is confusing to me is the dialogue for this error changed: was there a fix that was attempted or did someone just go in and change what dialogue appears for this bug?

you never was able to use a Transit when in combat.
you are still able to pickup the scroll when in combat, just when you take dmg you cannot, it was allways like this.

But the combat bug sux,

I`m in The Deadlands today and I attacked a Daedrat, now i`m stuck in combat while running around trying for this lead.
