I figured out the bounty thing, but now looking for fellow members for end game content :)

    There is a saying that fits this ...its something about not doing the crime...if you cant pay the fine...or something like that.

    Where you visit the fence there is a bank so you can actually just go and withdraw funds there....

    OR

    Go into the country and kill things for a while and the guards will calm down..

    Your bounty will remain but they will not kill you onsite...

    Your best option is to find the bank wherever the fences are..

    Go into a public dungeon and kill mobs until your inventory is full. Port back to the city and sneak towards a merchant, your wanted level should have dropped enough to be able to sell items. Now go to the thieves hide out and pay off your bounty with the money you made.

    You port to someone in Rawl Ka, and sneak across from wayshrine into safe area (whatever it's called) - go to bank get your gold whatever, and pay bounty. :)

    The week the justice system was released, I racked up a 500k bounty on one toon. Because reasons. I primarily pvp'd, so it didn't really matter. When I did go to town for pledges and writs, I had to sneak everywhere for months.

    I learned guard numbers and patterns, and could get almost anywhere except banks. To use a guildmates words, it becomes its own minigame. It would have been much easier if there were crafting stations in the outlaw refuges, but it's not really that challenging to get around any major city of you're careful.
