V15-16 The Awkward Stage

So I can get a vet level every hour or two by grinding (1-15). But where should I grind 15-16? I have no clue.

Imperial city worked for me. XP there is higher.

Imperial city is great, and it's almost abandoned at times so you should rack up the stone count too.

I'm gonna assume you don't have the dlc since you're asking. I think Craglorn is a good option now

I think a good delve in Cyrodil is best if you're in one where no one comes in.
Just pop an exp scroll and keep clearing it out

I helped a grind a vet level in Cyro yesterday.
All we did was a few laps inside two caves, one was cracked wood, the other idk, and closed the dolmen in between.
Took us just over an hour to level him without a xp potion or scroll and filled both inventories with stuff to sell or deconstruct.

If you don't have access to the Imperial City, normal dragon star arena is also a good option. Depending on your skill you can do the first few rounds with 3 or even 2 people and repeate this untill you reached v16.

for those who like grinding, I would think cyrodil dvelves might be best. From what I hear, they are the best mix of easily soloable and good payout... as long as no enemy player shows up.
IC gives more expees, but also is way tougher.

Personally I really hate grinding, so I am doing my post-cadwells veteran ranks through the cyrodil daily quests. Maybe (okay, definitely) not quite as quick, but way more enjoyable.

But each to their own...
