My UserSettings.txt are getting reset to default??

Since 2.0 I have been treated to more than 12 startups that are like the first time I played. Could this be caused by my computer mysteriously deleting that file? Why, as in today, with no patch update would ESO delete them or make them start at default? Anyway, this is irritating. Has anyone else had this happen?
