[BUG] Invisible Enchantments

@ZOS_GinaBruno Any plans to fix this visual bug?
My enchanter made a Purple V5-7 Jewelry glyph "Grand Glyph of Decrease Spell Harm" for enchanting a V6 Blue ring which had a Magicka Recovery enchantment on it. Upon the new glyph being enchanted on the ring, this was the resulting tooltip.
As you can see, the enchantment is not showing up, but the new name of the ring "Ruby Ring of Decrease Spell Harm" would lead you to think it was there, so I equipped the ring and my spell resist stats DID increase. So the enchantment is there, just not visible. I also logged in and out a few times to see what would happen, but the enchantment remained invisible in the tooltip.
Has anyone else seen this? I have been enchanting since I started using level 15 or so gear and have never come across this bug before.
Have I been passing over/sold off better gear than what I have due to the enchantment not showing in the tooltip? Good thing you can't get glyphs out of gear deconstruction, or I would be kicking myself for not scrutinizing every item looking for these invisible enchantments.
