Seems odd that distant hills/building are out of focus. Odder still is the stars and moons are sharp as tacks that rise and set behind said hills/building.
I guess the developers thought the 'out of focus' effect would add a feeling of depth, it don't. Take a look at old morrowind , oblivion or skyrim. you get a much better feeling of expanse in them. ESO uses fog and smoke to great effect here and would hope the developer would use those instead of a cheesy out of focus distance setting...

Oh god I said cheezy, Sheogorath post sure to follow;)

I am quite sure it is to reduce the lag..

Have you played around with higher settings and higher viewable distance? Also post pics :)

Not sure if rendering a out of focus background vs a sharp background will save much on lag. And have distance set at 80, but that only effects mobs and effects visuals. setting are all high or ult and grass is off;)
Seems to me it would be better to use smoke/fog in high lag areas to limit graphic lag. fog of war thing.
Best example is in EP stonefalls, if at right distance the volcano if out of focus, but the eruption materiel is sharp and defined. It's just something that should be added to the developers TO DO list.

You can turn that out-of-focus-ness off. Look in the Video settings for "Depth of Field".

As others have said, the out of focus distance rendering is like that to reduce lag, it's not actually out of focus it's lower quality pixels, thus using less resources, you can increase the texture detail viewing distance in your settings, as well as adjust the depth of field.
