I play on PC on the EU server and there are many friendly and helpful Guilds.
for the PC NA EP;
honest most large guilds left or broke apart after champ points where released due to the fact that in PVP view point was, if you didn't keep up with everyone else in champion points you where not effective to have in the guild; so the only people that where left were people who could devote a lot of time towards grinding daily's and other ways for exp. But for the people who couldn't keep up just got annoyed and left.
For PVE I would most likely say its either the lack of content that gives a good reward for hard boss's or trails because most PVE people would run the same group activity over and over trying to get better items; But get really Nothing Maybe a master weapon. Which in PVP you could get a couple MW if you were top 5%? As for imperial city release I believe it was too late for a release of new content Most guilds where on the tipping point of collapse; and the lack of acknowledgment that Zos messed up also sent most large guilds over the threshold.
As for console I have no Idea probably no large guilds due to no way of large scale organization without a third party way of organizing.
Butttt you could always try the Guild location on the forums forums.elderscrollsonline.com/en/categories/en-pc-mac-na

I'm at PC Eu EP, well I've come across friendly and helpful but not a guild which is focused on my TS thou.for the PC NA EP;

Oh I see.. But shouldnt it be easier to grind for those master weapons pve-wise instead of pvp?
I actually created a guild to make friends and to try to become that personal guild, but nobody seems interested unless there's something else in it for them. The guilds I'm apart of only seem to exist as stores rather than actual guilds. It's all I get notifications for - "donate more money so we can hire another trader"
