It appears that only the zones for the alliance you're currently questing in are loaded. I can get to all the DC zones from here but the map ends going south towards AD and east towards Cyrodiil / EP.

I'm scouting around the DC map borders right now to see if i can get further north on the far east side ...

Ran past a large cliff rock formation in the southern Alik'r Desert that looked like one could jump up the ledges to the top.

Tried it and it worked!
