Chests are everywhere so random roaming will uncover some. Also a map of locations doesn't do you a single bit of good if said chest has already been looted and has not respawned yet. It's all chance encounters... Also there is a random event where a bandit is trying to pick a lock on a chest and if you kill said bandit and their friend you can claim it instead! Provided someone doesn't swipe it while you're fighting that is lolGuildmaster of Power With Numbers in PS4 NA Server's Aldmeri Dominion.

✭✭I find that a lot of chests are slightly off the beaten path, hidden behind rocks, in isolated nooks, in heavily shadowed areas where they blend in and are hard to spot, etc. It really pays to explore. Be sure to explore in off-peak hours. Otherwise, you may never encounter chests that are out in the open. If you are not on a PC and using map add-ons, make a pen and paper map. In IC, especially the sewers, chests only have a few spawn locations. But I don't think farming them is very efficient since they're far apart, take time to respawn in the same location, and can be picked by anyone passing by. I just open them if and when I see them, I don't go out of my way to look for them.
