Possible Enhancements to the Justice System

Some things I would like to see include a tab on the inventory window for "stolen items" and a "vault" in the Thief's Refuge for stolen items only. Kind of like how organized crime keeps paper money and gold in safe deposit boxes (usually in small town corrupt banks) to keep it safe from the government and other criminals. So keeping with the criminal theme, only certain cities could contain a vault in the refuge or local bank. Players could level their vaults storage capacity the same as they leveled bag and bank capacity.

Some times I get more stolen items than I can fence that day and have to wait, but don't want to get caught with them.

Allow players to interact in game dealing stolen items amongst themselves. Perhaps they can only conduct such business inside the refuge?

    Some of that stuff will probably be in the second justice system update.
    I'm worried that PvP justice won't be opt-outable, I hate PvP so that'd lock me out of the justice system I've been enjoying for months ._.

    I want to be able to beat on law breakers in the town and help the guards subdue them before they disappear into the refuge.

    I hope PvP never comes to the open world, regardless of whether it is dressed up as part of the Justice System. PvE crimes in PvE areas should attract PvE penalties. Fine if that part of the Justice System was kept in Cyrodiil and Imperial City, and fine for open world PvP if there were separate PvP servers, but not otherwise. If the forum exchanges over IC have taught ZOS anything, it should be that PvE and PvP do not mix - for either style of player.

    Those are some good points. That whole ganking thing in IC is why we don't play in IC. I doubt we will ever go there just because you can't opt out of pvp. That's a whole lot of content we paid for that we will never use. Isn't fair really.

    I never thought about people just trolling around crime ridden neighborhoods just waiting for a lvl 3 player to take something. You are right. It wouldn't be any different than in PvP areas. My mistake is to think people would behave in a manner consistent with how they want to be treated, but so far, IC has shown us otherwise.

    Unfortunately, if I read stuff correctly, they announced a long time ago that the justice system would eventually have the PvP aspect. At that time I thought it sounded fun, but after seen PvP behaviors, I think I would hate it.

    Edit: Oh, that is why I am getting my Justice achievements now, in case they come out with some really horrible PvP thing.

    If it was to be implemented in a terrible way like that, I wouldn't want it either. Too many players recoil at the idea of having PvP within the Justice System because they haven't properly thought about how it could work, but instead only think of how it might work if implemented in a poor way.

    The idea that creeps into peoples minds that player "Guards" or "Enforcers" will be able to hang around certain areas and kill low level players simply for the fun of it is an absolutely ridiculous way to think of how this system will work. I don't know how it will work, but I'm pretty sure they won't make it like Cyrodiil and Imperial City, where by default you can just attack anyone. Certain conditions would have to be met. So please calm down and don't panic when you see the words PvP and Justice System in the same sentence.

    I think I read where it will only be when people get caught by an NPC to get a bounty on them that the player community can help law enforcement to collect that bounty. But, I can't remember! As it is, if you help a criminal you become a target for the NPC.

    That would be great! I can see guilds using this as a recruitment/fundraising method too. Bury a treasure and auction off a treasure map that leads to the location.

    I wonder if that buried treasure would be something people could go look for, as in real life people are still looking for buried and sunken treasures all over the world. Just like the Money Pit.

    I wouldn't mind it if there was a heat system involved where petty criminals couldn't be attacked but hardcore ones could. Or if crimes were split into two categories where criminals could get missions to rob select locations and guards could get missions to defend such locations.

    Like the Thief's Guild system they say is coming? We really enjoyed that in Skyrim, so it should be awesome in ESO.

    The Opt outable would be to not get caught... but anyway, I'm not sure I see the problem,

    so you get a bounty and one of two things will happen:

    1) You could have an invincible NPC guard take you down and kill you. Nothing can be done other than to run.

    2) You can have a player guard that is not invincible try to take you down, but if you have the skill could simply kill or escape from.

    Obviously (2) would ruin people's enjoyment because... well, they don't like PVP....

    Yeah, I think they said Enforcers would be able to attack criminals only after certain conditions. They were pretty vague. So I'm guessing they were still in the early phase of developement.

    I am not sure it will make a difference if high level characters troll low level zones. Guards are already unkillable.

    Havent heard anything recently though, so its probably on the backburner.

    Seems what I read said players would get to collect a bounty for capturing criminals, so there is profit for players to hang around and prey upon those players weaker than they are, just like they do in IC. If there is anything to be gained from it, players will do it even if they are not doing it as intended.

    Perhaps they would put some safeguards in so that only players within a certain range could do it? Kind of like if you are of a certain level above you won't collect loot from a mob below you.

    The difference between an NPC and a player is that the NPC eventually stops chasing you and goes back to town. The player might follow you to hell and back to exact a pound of flesh. That might be fun to watch!

    oh!! So if you heal a criminal and become part of the NPC's kill fest, what if a gang of player thugs were hanging out in town and one got caught stealing, friends jump in to help, and now players jump in to help the city guards.... That seems quite fun. Totally voluntary on all people's parts. You know what they say... if you can't do the time don't do the crime!

    The justice system pvp won't be like the IC PvP in that it isn't required to use all the content we pay for and there aren't gank patrols hanging out to steal from you. As long as the one flagging you pvp is the NPC after you have chosen to flee it should be GREAT.

    Oh!! If we were able to bury treasure and use a Thief Guild vault for storage of said goods, wouldn't it be nice if the rest of your account could access those items?
