Me and a friend are looking for a few others to do some group dungeons with, we also have Imperial city dlc (Which is the main reason we need help!)

    Nope sorry you have to be in the same Alliance to do group dungeons. The only time you meet other Alliance players is in Cyrodiil.

    Just seen in the v1.09 patch notes that,

    Groups can now be formed across all three alliances. It is entirely possible for two Aldmeri characters to team up with an Ebonheart and Daggerfall duo through the Grouping Tool to complete a dungeon.
