Is Dunmer Flame Talent Working?

Description states when maxed, "increase your spell damage with flame effects by 7%"

When I slot force shock the flame damage does not increase. The damage is exactly the same as the other elements. However, when I equip silks of the sun, the flame damage in force shock increases by 5% while the other elements remain the same.

According to the skill tips, my flame damage does not go up by 7% when I slot a destruction fire skill and when I use a fire staff. Coincidentally, if I slot a restoration staff the magic damage in the skill tool tip is exactly the same as flame damage.

Same for weapon enchants. I'm getting the same damage number for a gold flame glyph as for disease. Yet when I equip silks of the sun or use a staff with infused my fire damage glyph jumps up.

I could run some hard test if I reset my skill points and remove points from flame talent. However, I do not want to spend the gold. Anyone have a clue if this is working or not?

Is this broken? Or am I misinterpreting the definition of a flame effect? Or is flame damage being factored in somehow but not reflected on the skill tooltips?

I spent many months planning, theory crafting, and leveling my dunmer around this talent. It would really suck if its not working or the description doesn;t mean what I think it means.

    Ok, so I just did a search and read a post that states this racial only applies to DoTs e.g, glyph burning effect. Is this true? That would be extremely weak. If this is true, that;s messed up and the skill tip should be changed to not confuse dumb a** like me...

    Ok I also read other posts where it has been broken in various patch releases e.g., 1.6. Is it broken in 1.7?

    I would like to have this clarified too please. Did I just level a second DK to make a Dunmer for no reason?

    @ZOS_GinaBruno this is a bid deal. Can you confirm that this is an issue being looked at? Or are we totally miss interpreting the skill tip. If no response I'm going to reset my skill points and do some hard tests and post results. You should reimburse me my gold if I find this skill is broken ;) j/k.

    I never really gave this a second thought, I thought ofc it's increasing. ..
    I'm really mad if it's broken on dunmer but working as intended on altmer who get 4% for every element >:(

    Dunmer especially for a DK Is a popular choice. Hopefully there will be an answer soon. I do think I read this back along on PTS sub forum in 2.1 wouldn't suprise me if it made it to final version.

    But a racial passive that doesn't work on any race is a kick in the balls for those races, let's hope ZOS look into this

    i dont like flame talent... basicaly if you arent dk , its = 0 , better make it 10% chance to do extra 7 % fire dmg on all atks.

    For all those that are interested. I ran some hard tests and the results are favorable.

    Bottom line up front. All fire skills and Fire Staff light/heavy attacks get a 7% increase. This includes burning, fiery weapon (weapon glyph), explosion, and raw light/heavy attack damage. As expected, non-fire spells did not get an increase.

    The skill tips are not working or updating to account for increased damage. However, the damage is being applied.

    For my tests I used Foundry Tactical Combat and tested Destructive reach, Force Shock, Fire staff Light/Heavy Attacks, and Swallow Soul. I tested naked with vr 16 willpower precise fire staff equipped with gold flame glyph.

    This test has certainly clarified how the passive works. I am relieved to discover that it is only a tooltip error and that my dunmer wasn't made in vain. I was also pleasantly surprised to learn it affects raw light/heavy attacks. Therefore, dumping points into elemental expert may be a good idea. This would be another test with a CP reset, but not motivated to do it.

    Not sure why ZOS couldn't outright just clarify this and instead let me purchase a scroll reset...But I'll give them the benefit of the doubt, that they are busy.

    no i did not test with CPs in elemental talent. I was stating that CPs in elemental talent most likely increases fire staff light/heavy attack damage but that's a different test.

    The boys on tamriel foundry have confirmed that all fire skills, even stamina morphs, get the increased damage.
