Easy!
1) The removal of Vet levels.
2) The opening up of Tamriel for all to mix in.
3) A bunch of new quests around other factions, including espionage.
4) A new level cap of 55 or 60
5) Optional (flagged) open world PVP ( This could be added in the form of a war between the thieves and assassins guild)
