Is my self healing broken?

Honestly, it seems like every person I run in to can heal 100x better than I can. I use vigor and rally and still my heals take a lot longer than everyone else's. Everyone else seems to insta-heal to 100% health in seconds and it just IS NOT working for me. I now have 11 points into Blessed in the champion point system but I really do feel like it can't be all champion points. Every person I run across can't have a ton of champion points into Blessed. It just doesn't feel right.

✭Maybe put some points in blessed and/or quick recovery? ( champion points )
With 20% healing buff from both Blessed and Quick Recovery myself heals are 40% better plus 9% from my race and some class bonuses as well it's pretty easy to counter that healing buff.Chaos Shadow-Scale: Shadow Archer

✭✭Both those heals scale with your weapon damage and max stamina, so maybe these stats are low for you compared to other players.
Is it possible that many other players have lower max health than you? Then it could look as if you would heal slower even when they heal for the same ammount as you each second.Edited by lolo_01b16_ESO on October 23, 2015 1:08AM0 -

Alot of these guys run tripots and that will heal you alot already,
+ dk igneous shield increases healing recieved by 30%,
