9 trait light armor sets

Why are the 9 trait light armor sets for casters so non existent? There seems like there is no incentive to go past 8 traits on them.
Average is only the top of the bottom

But then you never know.... one DLC may introduce something great that you want at 9 trait... and if you haven't researched it then you'll be gutted as there's no shortcut!

On PTS Julianos is a 6 trait set. The set with the goofy weapon appearing is a 9 trait set.

That's great to know. I haven't logged into the PTS at all as I am saving that for actual release. Here's a quote from the PTS that shows the new sets coming.Anybody already found another one than the Trials set?
Sets Found So Far:
Trial of Fire, Morkuldin and Law of Julianos are known to be crafted sets.
Glory and Winterborn items drop in the Maelstorm Arena.
The Maelstorm's Weapon only drop from the last boss in Veteran Mode.
