Soul Summons no longer working

I had two points in Soul Summons and it worked great...then I respecced. I put two points in it again, but it no longer triggers. Every time I've died since then, I've checked and the cooldown doesn't appear–instead, a soul gem gets used. Not sure why this is happening or what I can do about it.
