Best exp rate on console (Xbox one)? - Cyrodil delves, IC sewers or VR10+ Public dungeons

Just curious what some feel gives the best exp.
I read the patch notes and assume it's PvE public dungeons but that's only the best improved exp rate.

I'm curious which gives the best exp overal at VR1-VR13

    Crack wood isn't viable in the campaign I'm in due to my faction so are u saying Cyrodil delves exp is better than IC sewers and PvE public dungeons?

    IC sewers. Go to second section of your faction sewers, run around in a circle killing stuff all day long. Huge XP, huge gold, huge everything.
