Not able to change Guest campaign per direct - Home campaign Azura's Star full

Azura's Star is full again. I thought with the new campaign(my guest campaign) Axe of Belharza more people would be there.
Everytime Axe of Belharza is not populated, morning and evenings. So I want to change this Guest campaign.
Why is this locked? The timer seems to refresh itself constant as I tried to change my guest campaign last week, and I needed to wait. X days after want to change it again, still locked for 3 days ...
