Need dlc to level up or no

As I approach VR14 wondering do I need to purchase dlc to level past VR14 or no? Thanks for answer!

    No, you don't have to. It really depends on what you like doing, but it's entirely possible to get to V16 without ever setting foot in IC.

    You can group up for dungeons at vr 14, 15 and 16. That's how I'd do it if i didn't have DLC... its the only way you will come into contact with mobs your level as the only vr16 mobs in game are in IC, and the XP plummet is real when you hit vr15 and fight vr11 or 12 even 14 mobs... like 120 exp per kill.

    There is a LOT of quest XP in the veteran zones, if you have not finished those yet. Otherwise, daily pledge dungeon runs, Craglorn, or Cyrodiil daily repeatable quests are all possible if you don't like grinding. at Vr14 and vr15, nonvet Dragonstar Arena is pretty good XP if you have a decent regular group to go with.

    Other than the fun gameplay and cool concepts, the main (character development) reason to go into Imperial City is for better/faster access to vr16 jewelry (via trophy drops); vr16 materials (from decon items) and enchantment potency runestones (via tel var stones); or possibly to access the new armor sets that you can buy from Tel Var merchants.

    As long as the enemies you kill are not more than 5 levels below you you can grow off of them. The base game patch that came with Imperial City is what raised the cap, not the DLC itself.

    As long as the enemies you kill are not more than 5 levels below you you can grow off of them. The base game patch that came with Imperial City is what raised the cap, not the DLC itself.

    I believe that's not true for vet levels.

    What I've seen being said a lot, is within 3 levels is 100%, within 4 is 75% and 5 and over is 30%.

    Not sure if fiat's definitely it, but I've seen that a lot.

    OP, quests and delves in Cyrodiil.

    I got from mid 15 to 16 in about 30/40 minutes grinding a delve with one other person in Cyrodiil.

    You can also buy vr16 gears or mats from auction house, going price seems to be 500-1000 per vr16 material. You need like 1000 for full set.

    I imagine Orsinium will be a key part of VR leveling for a lot of players, including those who hope it will be a viable alternative to doing pretty much any of the existing post-50 content including especially Cadwell.

    I'm not sure of the exact percentages, but you're right that a VR character will always get XP from a VR mob, even if it's VR16 character fighting VR1 mobs. The XP drops off dramatically past a certain point, though. I know that my VR16 only gets roughly 100XP per mob when questing in his VR8 Cadwell's Gold zone (which is as far as he's gone through Gold so far).

    Not at all. You can level pretty decently doing dailies in Cyrodiil. Those are free.

    Nope. My hubbie made it almost to VR16 in Caldwell Gold and polished off the last bit in Cyrodil. I don't think he's even done much of the content in Craglorn yet, and definitely no grinding.

    There's ample XP around to get there.

    There are enough NPC-Enemies at v14 in Cyrodiil.
