The world is great and enormous, plenty to explore. Getting to level 50 is pretty fast too, you won't get bored playing endlessly in the same area. Once hitting 50/v1 exploration won't be hard.

Getting around in high level areas while being a lowbie is possible too, as long as you watch your steps and don't mind dying now-and-then... which is by the way not a big deal in ESO.

As you're still very low level, when you're satisfied with the amount of stealing/selling stolen goods that you've done (which is absolutely the best way to make gold when you're just starting out - spending an hour or so stealing a day you should easily afford to buy a 10K gold horse in just a 2-3 days), I'd strongly suggest you go to your starter island and start questing & exploring there.

As you're in Ebonheart Pact, your first starter zone is Bleakrock Isle - to get there you need to talk to someone just off to the east of the house you started in after the tutorial (if you haven't already talked to him), and then go down to the docks and talk to a person there who will take you by boat to Bleakrock. After completing the full questline in Bleakrock you'll be sent to the second starter zone to continue the story on from there.

The starter zones are well designed for teaching you common questing mechanisms (like using disguises, following NPCs leading you places, etc), they've got interesting NPCs to interact with, some memorable quests, cool terrain to explore (there are lots of hidden nooks and crannies), sky shards to give you skill points, and if you do everything there is to do in the starter zones you'll end up anywhere from level 6 to level 8, so you'll be much better equipped to start exploring around Stonefalls.

You can explore from the beginning if you want to... If you stick to the roads and keep your eyes open. I ran a level 3 mule from Davons watch to mournhold with little trouble.

If you wish to explore everywhere early on you'll just have to avoid mobs, simple as that. If that isn't enough get yourself a bodyguard via grouping and hope they can keep the mobs off of you lol

Soon came to dawn on me that you can't though just go wandering and exploring because the further out into the world you go I am getting the impression it is levelled - basically I accepted a group invitation but did not accept till a little later on and joined a player in the group which dropped me in Eastmarch and i thought great I will have a little wander and explore around - except I can't as I am a Lvl4 and everything here is livl 30's - I think if it is a case where you can only truly explore further based on your level rather than the world EVERYWHERE has a random mix of Lvl creatures\enemies and you can wander and explore and pick which you are okay to engage and those you wish to skip around p- then this kind of ruins the open world exploration aspect of what could have been an epic breakthrough for RPG

That's actually the way TES games used to be before Oblivion and scaling. You had to be careful in Morrowind or you could easily wander into areas you couldn't handle at a low level.

I really loved that Morrowind w as so open ended.I mean it should be that if you can survive you can go there.Personally, sometimes,in ESO,I can get from one zone to the higher leveled zone by sneaking around enemies.I do this when I want to hit all of the wayshrines.

I actually liked the level'd aspect in terms of exploration when I first started playing. I'm an explorer too, and it was a thrill sneaking through the higher level areas trying to avoid enemies and get around. I still have some screenshots from that time...

    Here's a couple:

That was in Bangkorai and I was like level 5 or 10, those bears were level 40+, and so would kill me in seconds in melee, and I was well, a warrior. There were so many it seemed impossible to sneak around, and I ended up waking one up, which made me have to sprint as fast as I could away from it, in turn waking up all of the others, but eventually I got to where a waterfall was and in an epic escape jumped down into the waterfall to evade being mauled to death. I wouldn't have had nearly as much a thrill if those bears were scaled to my level.

Here was a very scary scenario. I was sneaking around the desert portion of Bangkorai trying to find a way into the Alik'r desert (took awhile for me to learn you had to get there by boat), and those spiders were insta-killers for me. Every time I heard that screech they do when entering combat, usually meant imminent death soon after. It was late at night, and I was tired, and it was night in-game too, so sneaking made it even scarier. I remember sneaking behind some stone walls and i heard the screech, and so ran as fast as I could, and saw another player reading their map - unfortunately for them, the spider went after them, but it gave me the chance to run away and survive. the fighting didn't last long, and I looked back to see the body of the fallen explorer lying by them. I felt bad.

Add new exploration adventure zone, some gigantic open world zones with some mystic fog, you cant see far, 50+ hour of exploration for all, and put some rare relics there so people would spend tons of time looking for them, randomly placed for every player so no guide/walkthrough peeking. Something where you could really get lost. Of course some creepy monsters too to kill.
