Rally proc NB passive intentional?

It seems my rally ticks that Crit heal are proc'ing the night blade passive hemorrhage. I am trying to decide if this is how ti should work or not.

i guess it should count ultimately because a critical heal is a critical, though I never noticed it before. if nothing else the build I'm working on "Crit-a-Puss Maximus" is very greatful.
