Rally should be your controlled burst heal (not sure why you are only getting 700hp). Crit surge can be used for heals too, but you have less control over it. You can also use absorb magic from SnB line and dark exchange.

Critical Rush (Morph of Critical Charge that does more damage based on distance traveled) is a 100% guaranteed critical strike. Which means that it is guaranteed to heal you from Crit Surge, and the heal is huge. Use Streak, then quickly turn around and Crit Rush the target, repeat as necessary. It usually heals me to full from near death within 2 Crit Rushs.
Also, steal tornado is enough to keep you up when facing multiple mobs (from crit surge) In fact, the more mobs the better, because then there is more things to crit on. I can easily solo very large groups of mobs.
As a stam sorc you should be keeping Crit surge up 100% of the time.

I think im going to take all of this and combine it but im also running 7 medium due to my armor not having devines on it either. Which i should probably do. But ima make hundings rage 5 piece heavy (both dual weild and 2h will hhh ave the armor set on to) so ill have 5 heavy 4 pieces of armor hundings rage and 3 swords hundings rage with probably nights silence 3 piece on it maybe that would be good actually all devines. Ima see if i can get all this in vet 15 actually

crit chance + surge + khajit + shadow mundus + hundings rage + nightmother + vigor + dark exchange

    equals selfheal overkill

if its still not enough, become alchemist and use
    +crit weapon
    +heal
    +stam

if that still donbt work, throw in rally ... but really if its still not enough you are definatly doing something wrong lol

oh right forgot about brawler, gives you shield, more enemies got hit stronger the shield, and you are gonna crit everytime so you get healed + shield ...

Are you concentrating on PVE or PVP? Solo or grouped? Different builds for different things!

I have found that crit surge is unreliable in PVP due to the fact that you can't crit on shields or blocking enemies. This negates your critical rush heal, which is also your only controllable heal, if your using crit surge and facing a sorc or anyone that knows how to block (insert dk comment here

Mostly for pvp i plan to do other stuff later with pve like the malestrum arena in update 1.8 but yeah really just pvp and to be able to survive grinding out the teeth and stuff in the sewers of the city

I personally always just relied on rally which I found to be effective in most cases. I recently switched things around and put vigor in my bar. Combined with rally it has increased survivability immensely. Rally and vigor for a combined HoT and rally for the on demand heal when I need it.

I generally don't like crit sure for pvp as you can't crit on damage shields or anyone that knows how to block and you have no on demand heal except for pots. It also forces you to run crit Rush so you have a guaranteed heal. Again not alway possible to get off or effective for the reasons stated above.

Crit surge is extremely powerful if your running a steel tornado spam build as the more targets you hit the more chances you have to heal. However in pvp your either going to be in a small group at that point or 1vXing. In a group setting hopefully you have a healer and if not should have enough distractions that rally and/or vigor should be sufficient.

In 1vX you might get good healing but one of those players should be smart enough to sit you down the minute you start spinning hence eliminating your healing. If they don't they should quit now.

1v1 you will never steel tornado a decent player to death unless they are already close to death and then you don't need the healing.

As far as why your not getting much out of it...there could be a multitude of reasons. Stats, gear, player level, skill level etc. I have never had a problem. That being said spamming rally if your in trouble will most likely accomplish nothing other than prolonging your death lol. Use your speed and mobility. That is your only advantage as a stam sorc and used properly will equate to survivability.

    That's my two sense

Dont use crit surge or rally.
    Use both.
They both provide something different (with the overlapping wep dmg buff) and combined with vigor they can allow you to stay offensive where other stam classes would have to fall back to recover. This is basiclally the only edge stam sorc has on other classes and it can be really impactfull if you can utilize it properly.
However magicka Dks and Sorcs both effectively negate crit surge due to shields and block denying real heals.
While crit surge should be able to procc off shields since 1.6 it is currently bugged and in dire need of a fix to make at least that matchup even for the stam sorc. I have described the problem here : http://forums.elderscrollsonline.com/en/discussion/221061/surge-shields-and-the-disturbing-features-of-eso
