Anyone else only lag on ESO during WGT/ICP/Sewers?

I can play the rest of the game just fine, as well as I can use my laptop for anything including netflix, music streaming, youtube, etc. I can also play any other game I own. I literally have massive lag when I try to do anything Imperial City related. My friends always comment on my character teleporting around and comment that sometimes she just stops moving. I've tried clearing cache and power cycling. Any other fixes?

MikeB✭✭✭✭✭I have the same issue on my XB1. I only lag when in or after being in IC. I have to restart the game to get it to stop.0
