VR 16 Enchantment help

Hey, so I've just hit VR 16 and as I was just about to enchant my new weapons and I didn't get the option to so I looked at the enchantments I was trying to use and they only go up to VR 14 - I laughed to myself because I was trying to use these enchantments for a while not noticing that they maxed out at VR 14 haha.
So my question is, where do I find/buy VR 16 enchantments?
