Returning player no horse

Hello everyone, I am a returning player and when I originally purchased the game it came with a free horse to new characters. I seem to be missing that option now. I upgraded to ESO PLUS (monthly membership) Am I doing it correctly by just going to the stables?

✭✭Check collections tab in your UI, horses, costumes and pets and other shizzle is there now, and then you can set w/e horse you want to active.
You can still feed the horse via Crown Store or stables also.Once I was a lamb, playing in a green field. Then the wolves came. Now I am an eagle and I fly in a different universe.
