Sadly, that's not how game engines work. You can't just slap 4k textures into the game, then throw some TressFX code into the mix somewhere, and expect it all to work. Even Skyrim will buckle under 4k textures insanely quickly and make you frequently crash to desktop.
Unless the game engine is built to accommodate these features, it's not going to happen. A high res texture pack could happen, but it would be for PC only and it's unlikely they'd be able to charge for it without looking "evil" to the wider gaming community. So that's a lot of work for free, that only benefits their smallest (PC) group, when they could work on DLC they can charge for that benefits all ESO players.
