Thoughts on how to improve the game for all

Not sure how to lay this thought out but here it goes:

Have leveling in the game work like the CP system - Do away with VR and rely on the CP system but start it from character creation. Whether you make a new character or continue playing an older one all game play goes towards the betterment of all characters like CP is now for Vet characters. Have your CP level be your level. This would end the feeling of repetitiveness.

Have all PvE zones level to the player like it is rumored to be in Orsinium - This would benefit everyone by making everything but the Main quest and the War quest feel less linear. You could (for the most part) pick a direction and go. MMO fans would not feel forced to play linear quest to level up and it would feel more like an Elder Scrolls game to the Elder Scrolls fans.

If the first two were done then you could get to this one: No longer have a forced requirement of Silver and Gold content. If folks only wanted to play one faction they could do so, sure to get equivalent XP from PvE zones they would have to do it three times to equal three factions from someone doing Silver and Gold, but then again there would be no requirement to do it at all if they decided to go to PvP and stay there. Again a choice that I feel would fit folks wanting to experience the whole game or folks wanting to just play end game.

The one limitation I would put in is each character would still have to level up individual skill lines, to promote character diversity and offer incentive for the creation of alts without making everything too easy. Not saying you couldn't change a Destro staff to a sword and board, just you would have to make that character learn (level) the skill line and do so for each character created.

Some things like skyshards would still have to be ironed out - Should they be shared like CP? If so, due to the fact that folks playing three factions (silver and gold) would have access to more of them could you maybe have them reset if you reach the end of your faction story and find them again to continue the count towards skill points. Also Shared or not would skill points need a cap due to the increased amount that could be earned?

Trying to find a start here for a better experience for all, feel free to offer suggestions for a better game or tweak mine, but if you outright disagree please make it constructive.

tl;dr
Have leveling shared across characters like the CP system is for Vets now.

Edit: I forgot one thing, for added PvP content and tougher PvE content add an Ultimate mode to each group dungeon and turn on PvP where groups of 4 or 12 (depending on dungeon) would/could wind up in the same dungeon from different factions to compete for quest completion.
