Bounty Indicator Missing

I accidentally picked up a bow at the woodworking stations, and the bounty indicator did not show up., despite have an 80ish bounty. This apparently happens on consoles also (http://forums.elderscrollsonline.com/en/discussion/comment/2307778#Comment_2307778 & http://forums.elderscrollsonline.com/en/discussion/220282/inconsistent-experience-with-bounty-notifications). I tried turning off all addons and even relogging afterwards, and it still never showed up.
