PVE Set Drop Levels

The one thing I was looking forward in the big update was the possibility that since dungeons would be upgraded to the maximum player level, drop sets like Relic of Rebellion would also be upgraded to the maximum player level. Before, you could only get them at V12 even when the player max was V14. Now the max is V16. However, as far as I know Relic of Rebellion is still at V12. What's more, you don't get Undaunted sets like Bastion and Unweaver anymore after you pass V14. Are there any plans to make ALL weapon and armor sets available in ALL levels?
