Can Not Complete Bosmer Insight Quest

I am Veteran Rank 3, working on Cadwell's Silver. I am in Grahtwood now. Have done everything on the quest Bosmer Insight up to the point where it says Return to Glaras. She is no where to be found. This is day 2 of me trying to complete this quest. Kind of impossible when the character is MIA.
