eso 100% disk in task manager

first off I solved this issue with one computer by disabling superfetch ,search ,and BITS. the game was somewhat playable even with the 100% disk flying up after logging in.
the new computer, as in brand new with clean install windows 10,drivers all up to date ,numerous error checks, chkdsk, scans,direct x. I still have this issue.
I repaired the game, unistalled, reinstalled, no addons.
i3 4170
12g ram hpyerx 1600
asus gtx750ti OC 2g
1tb WD caviar blue drive
windows 10 pro

I get into the game and after about 1min task manager shows disk at 100%, in ESO I sometimes don't see my horse when I mount, no yellow circle for shards,liquid lightning,i tried making a new character and theres no image of a character. when I try to close the game it locks up the system and I have to hard reset.ESO is the only program that does this, everything else is stable and runs well.
I have a ticket in,they gave me the usual txt copy file,disable addons which im not not running.

    It's a long shot but what is your virtual/paging memory set to? Also, I've seen windows defender and few other anti-virus programs cause issues with applications in the past--similar to your problem. So, try deactivating or turning your anti-virus program(s) to gaming mode or simply add exclusions for your ESO gaming file under Program Files(x86). Also a defragment would not hurt.

    If run all kinds of diagnosis tools,I have no errors anywhere.I took out my gpu and I'm using the Intel gpu. game runs fine.I'm thinking it's the cheap psu that came with my bare bones kit.either that or I got a crap gpu.

    so finally found out the problem, it was the psu. replaced it with a beefy antec 550 watts. i get a cpl of disk spikes but it was only when patching. gonna try with addons now.

    Huh. I'm actually surprised it was the PSU(if it really was?); the first thing I would have recommended was to defrag the HDD.

    Although, if your GPU made it run slower, it'd almost have to be the PSU.

    Yeah I had a bad Drbone kit and added a gpu,the psu I guess *** itself by it's sheer awesomeness.was getting enough power,thus the system was compromised.I'm running on high with badassery

    basically the psu was giving just enough power to the gpu until i started the game, then it froze up. just a heads up when building computers, make sure your psu is branded. as far as the 100% disk, im assuiming thats from windows backgrounds services running like search,superfetch,BITS. check your own systems. it might actually help you out with FPS.
