Wayrest, Mournhold and Elden Root should be the only cities that have Marketplaces with various NPCs that will allow any player to buy and sell their items with other players, regardless if you are in a Guild or not. These also wouldn't require a re-hiring, since they aren't owned by any specific Guild.
Guild Traders can still exist, but would be focused on selling items to others within the Guild and should have reduced tax compared to the above Marketplaces I mentioned. These would still require re-hiring. So having a Guild Trader would be more like having your own convenience store for within your Guild. But in addition, players that use these Guild Traders should have the option to make their stand Public or Guild only.
