why when change my sword/axe in cyrodill, my damage does not alter even using weapons with character

why when change my sword/axe in cyrodill, my damage does not alter even using weapons with characteristics and different numbers?

Example: use a sword with 1166 damage. Exchange for a 980. My damage does not alter. equal to armor attributes. Try to do and tell me.

    It's battle leveling. If you are below VR14 (and your choice of weapons make it appear you are), the game gives you a static, unchanging stat layout. Gear, attribute points, set bonuses, weapons, etc., will not make any difference (there are a few exceptions to this, but it is complicated to get into) . The stats are set in stone. You can reset your attributes and leave them all at zero, wear no armor at all, etc., and see no difference in stats. You need to either reach true endgame level or turn off "battle leveling" in the game options.

    just for clarify: endgame is the same of lvl 16 or complete Cadwell quests?

    I think battle-leveling may turn off automatically at VR15, not VR16. In this case, endgame just means reaching that level. There are no specific quests or achievements involved. Whether you reach it via solo quests like Cadwell's, doing group PvE dungeons, doing PvP, running in circles for hours killing zombies, the game does not care. You can also turn off battle-leveling manually in the game options. Generally, battle-leveling gives you a lot of health and survivability in Cyrodiil, but you cannot dish out much damage in Cyrodiil.
