Strobing Character.

Today I cleaned my cpu case and etc. I have two r9-280x in crossfire. So while air cleaning my rig, I switched them. Position 1 280 to position 2 and vice versa. Reason? Though they are the same card, and I have them clocked the same as well, the fan housings are different in size. So one fits better at the bottom as well as making the crossfire cable connect cleaner. That is all. I re-installed my Catalyst Control Center, updated drivers, and off on my merry way.
So my problem is when I logged back into ESO, my character model strobes. Blink effect, no discoloring. Flashing, disappear reappear at strobe speed.
I deleted the shader cooked file.
I run a repair.
I tried running with no addons and yes, deleted (temporarily moved) the saved variables and addon folders.
The rest of the game runs great. 60fps in low pop areas, 35-40 in high pop. Normal stuff. I have been running this set up since launch, so nothing new and nothing changed other than the above description.
I played other games to see if any other texture issues and have found none. Games such as Witcher 3, Dragon Age: Inquistion, even Rocket League.
The only thing I haven't done is switch the cards back to original positions. I have triple checked all my settings. I don't let CCC run the eso.exe, I let eso handle the game settings. So nothing third-party happening in the game settings.
I will try switching the cards last resort, as I need the machine for excessive things and downtime needs scheduled.
So, any suggestions? Seen this before, and have experience? I need help, because I run the risk of having a seizure trying to play eso in the current condition, crap strobing.....migraine at the very least... :)

    Also to note: other characters strobe as well, including NPCs. Sometimes it goes away, but not for long. Couple screen refresh rates and it is back. Again, flashing strobe. So fast that the characters appear transparent.

    This has been an issue for me since upgrading to windows 10. I have tried and tried and TRIED to find a solution and the only thing I can come up with so far (which only works for your own character) is to change his appearance slightly. There is an addon called Helmet Toggle that puts a button on your UI to hide/show helm. If you click it (twice, to take hat off and put it back on) it will fix your character, at least for a while.

    I updated to Windows 10 in the beginning of August. Everything was fine until the gpu switching of locations. Just seems trivial.

    Sounds like a problem with double (or triple) buffering. Did you try to only run one card and see if it goes away?

    I don't know much about crossfire but i have always had bad luck with SLI on my nVidia cards, sometimes it works, sometimes it doesn't.

    I will try this when I get home. I can just try windowed mode, which only runs one card just to see. I certainly don't want to play on one though....
    I will also try giving the .exe to CCC.

    Windowed or fullscreen, single card or dual, the issue still remains.
    However, on the PTS, no flashing.....but blurry text in fullscreen.
    Crossfire wants ESO help....

    I got the same problem when trying to use crossfire, but with a single card it's okay.

    R9 290X, installing a Windows 7 now, to verify.
