Healer Gear question

I am going to help a friend who is a pretty casual player get his gear together. He only plays on teams and likes be a NB healer. Given the rates, dropped sets are out for him. I am curious which of the following set ups would be most effective.

Setup A
5 Healers Habit (he has these)
1 Molag Kena shoulder (has this)
5 crafted (* see note below)

Setup B
3 Will Power (we can work toward these)
1 Molag Kena shoulder
2 Tourq Pact
5 crafted (* see note below)

On the crafted I was thinking about:
5 Redistributer: nice healing bonus on proc, but not sure it is big enough to matter
5 Kagrenac's Hope: Nice balance and final spell power bonus, but is bugged now (see separate thread)
5 Mangus: Nice balance of cost reduction (helps with sustain) and spell power

What do you guys think is the way to go between Setup A & B?
Which crafted set do you think is most valuable?

Pure heals:
5 healers, 5 seducer, dual master resto or 5 healer 5 seducer (with seducer restos precise), 1 molag. Jewelry spell cost reduction and 1 sp dmg neck. Depends on CP

50/50:
3 WP jewelry (split between scost reduction and sp dmg or all Sp dmg if enough CP), 1 kena, 2 torug swords (nirnhoned) 1 torug resto precise, 1 torug helm or heavy chest, 5pc seducer. can do 5pc kagrenac here but most likely sustain issues

DPS (if you have above 40k magicka):
3 WP jewelry (all sp dmg), 1x torug helm or heavy chest. 2x 2hand sword torug nirnhoned, 5pc kag, 1 molag, if less than 40k magicka then dual torug nirn swords. single target bar and aoe dps bar

set up B would be better IMO. 5 kagrenac hope, 2 torug pact(swords) and 3 willpower(jewelry) add a monster helm set in there and it would be optimal

Why dont you use dw above 40k magicka?

An extensive test was done (1.7 checked) by reputable templar theory crafters and the DPS starts to win out with 2 handers if you are above 40k magicka.

but why? DW has the same spelldmg and an aditional set bonus

One is spell damage and one is overall damage as I understand it. Somehow it works out. There is a thread here about it somewhere. The 2H scales better the higher your total magicka. Again, this is for pure DPS magicka Templars. Not 50/50 DPS/Heals or for pure healers.
