Nah, Malacath has no interest in those things, his sphere is patronage of the spurned and ostracized. The problem is that King Kurog publicly insists that his people worship Mauloch rather than the Daedric Prince Malacath, which makes him unpopular with his people. I think Mephala is being lined up for the Dark Brotherhood. There's not been much heard from Clavicus Vile in ESO yet, so maybe he's waiting in the wings to be a future antagonist. Vile likes souls, too...

Mephala we know is in the works, so I'd think we might get something there... it would make a good entree for the dark brotherhood storyline, she usually is involved with them due to her sphere of influence (murder, secrets and sex... a interesting combination to say the least...)
Clavicus Vile has popped up once or twice in the course of ESO questlines, but while he would be interesting, I don't really see him as big schemer to power a plotline as antagonist - he seems more the type who'd just wait for souls to come to him, knowing all too well that someone will always be willing to make a deal, chase a dream, speak a wish...
(It -would- be neat if they could do a "get a wish fulfilled from CV, deal with the side effects" quest, but... to do that right, they'd have to offer a very wide range of "wish options"... might be lots of work...)
There are many other daedric princes, of course. And as has been mentioned, the "edge" of the map has a lot of space for daedric realms... and Molag Bal did mention now that his scheme has been defeated, there are many other princes worse then him who now get their turn with nirn...
Sheogorath already features prominently in the mages guild, so I doubt there will be that much more of him.
Boethiah is behind the deshaan plotline, and might be tapped for more mischief...
Nocturne could easily pop up during the thieves guild DLC...
Mauloch may get some mention during Orsinium...
Mehunes Dagon... did also appear now and then, and had big big screentime during Oblivion, so I would think they might prefer to adoid re-heating that one, and go for someone less known...
Hermaeus Mora did also appear a couple times, and generally is more of a watcher then plotter-to-be-opposed...
Hircine is covered with werewolves and some questings, and again not too focussed to make a good "big boss enemy"...
Namira... hmmm... a distinct possibility I would think, she leaves a lot of room to envision and build for them to have fun with...
Vaermina - was behind the stormhaven trouble, and might be good for more - but with her nightmare orientation, is maybe better for small quests rather then big antagonist role...
Pyrite... is supposedly the weakest of them all, but also little represented in existing lore, so with room for them to get wild...
Sanguine... is more party then problem I suppose. And in any case, the game likely isn't "naughty" enough to really get into his sphere of influence...
...and finally, Azura and Meridia are too close to "good" (for daedra anyways) to make decent antagonists...
I also hear about them doing clockwork city, so more issues with the tribunal could also be looming...

Boethia is the one who "encouraged" Vox in her plans against the tribunal, as seen in one of the memory visions...I don't remember Boethia being involved much in Deshaan, though; wasn't that one all about the Llodos Plague and the Tribunal?
