I'm deciding what to make my vet 16 restores staff with.
My inferno is going nirncrux for the pen.
But only restores staff, I run two shield, a heal, streak and daedric mines.
Obviously it would affect the latter too, but I use them more for stun/cc than damage on pvp.
So my question, does spell pen affect shield and heals, or should I make the staff precise?

✭✭✭✭✭When I made mine for PvP everyone advised me to go Precise as it would be a better benefit to me.
I would guess Nirn has no effect as you're going to bypass allies SR any way, the only buff you would gain is SR while holding it.@Turelus - EU PC Megaserver
