Inconsistent experience with bounty notifications

I'm getting better with my stealth and lifting items from bags, cupboards and chests but on occasion my work does get unwanted attention.
What I'm experiencing though is an inconsistent notification of when I've been seen and when a bounty has been applied and my reputation has changed. I've experienced several times where I have received no notification whatsoever that I've been assigned a bounty - the first thing I know is when I'm stopped by a guard.
Why is the notification (text, timer and amount) so random and when will it be made to show consistently e.g. notification immediately at time of offence.
