[Suggestion] Alternative to Empowered Chain

Extended Chains is obviously widely used in PvE and therefore in quite a healthy state. However, Empowered Chains isn't useful for PvE because the increased range is so much more convenient for tanks and the skill isn't useful for PvP at all so the damage increase doesn't make a difference either.
The Suggestion:
Change the morph to a small AOE similar to the Death's Wind 5pc proc, only the reverse. Meaning all enemies within a 3-4 meter radius would get pulled towards the caster.

Pros:
- Tanks in PvE now have an interesting choice which skill to take.
- DK's could actually do some form of peeling in PvP.
Cons:
- ZOS has to do some coding.
