There are ~10 counters to cloak. L2P.
Amount if counters doesn't matter. It's how effective, accessible and workable they are, in a normal build, that matters.
Old Reflective Scales and Streak/BoL also had ~10 counters. Even more counters than Cloak. Still got nerfed hard and with added limitations to avoid "spam". So the argument about the counter or "l2p" is sort of out the window by now.
When people have to start running special builds, dedicate 20-30% of their bars, only to counter one class that's spamming a skill, that's when you get nerfs. Cloaks is definitely in that category right now. Only stamina builds have decent counters, as in a few skills that can be incorporated in a normal PvP build AND work well against Cloak.
This is why Cloak, without a doubt, will get some kind of anti spam nerf. I rather they gave magicka builds access to AoE with larger radius, less travelling time and longer duration, than messing with the main defensive skill of NB's. But knowing ZoS, they will go for the easiest option.

Its not the cloak I complain about, or the AOE unblockable hard CC, but that they have everything else easy access from their class skills, the buffs and debuffs as well. Not the cloak itself.
