Does this High Elf passive work at all? I put 3 points in it to gain 4% elemental damage, but it did not change my Crushing Shock tool tip.

✭As far as I know it works. You need to actually attack something to observe the increase in damage.
The base damage dealt is
Base Damage = Tooltip * Attacker Bonus * (1 - Mitigation) * Defender bonus
