Can't find Dugan the Red

There is a place called Dugan's Knoll in Malabal Tor that has a skull icon on the map. I'm supposed to kill someone named Dugan the Red to complete that location (turning skull icon to white). I saw Dugan the Red once, but somebody else killed him. A long time has passed and I have yet to see him respawn. I first saw him when I started Malabal Tor, now I'm near the end of it and I still haven't seen him. Anyone can help?
