None of the NPC's talk since the update

I have been playing ESO online since it first came out on my XBOX1. Every since the last update, I can no longer hear the NPCs talk. Music still plays, and Ihear hammers forging....just no speech from the characters. i have already played through the whole game and now working on an alt....good thing as I still remember most of the quests. Any ideas?
