Chat Issue - no sound

No matter if I am in group, area, or guild chat, my mic icon blinks off and on. I can neither hear nor speak to anyone, but I see their names popping up in the lower right corner. Is there a way to reset this? I'm trying a new headset, but it does the same thing with my xbox headset, or just through the TV - no voices. Not sure what the problem is.
