Player population indicator for campaigns broken

Every single campaign shows 1 bar for player population. Yet we are still having to wait in a queue to get in. Which indicates that the indicators aren't indicating! Yay more bugs.

I'm having this same problem too since the patch today. Super annoying. Is this a known issue? Is there a fix for this?
