Was Hiath the Battlemaster's Agony changed since the DLC ?

So... We were running a quick VDSA last night for the weekly. Everything was fine until we reached the last boss.
Our strat was usually to bring Hiath at the entrance ; then when Marcaud spawned chain kick him to prevent him to use his Circle of Protection, kill him and the Mage, then burst the boss.
Fact is, last night, the Agony spell of Hiath (the NB CC which force you on your knees with the roots around you...) 90% of the time "broke" through my blocking.
Usually, if you block, you can't be CC'ed with Agony.
Last night, it worked as Fear : even when blocking, I was controlled (and yes I was blocking, and yes I was full stam)
So our late strat didn't work because usually Hiath controlled me when I was tanking Marcaud : even if I had enough stam to break free, I didn't have enough then to chain kick Marcaud - and if I kept my ulti and pot CD for this very moment, then Marcaud would use his circle right when I was controlled and breaking free.
So what's the deal ? Did other tanks noticed this ?
Was it intended ? (It could be to prevent this strat after all
)
Or is it a bug ? (I haven't seen any other enemy using Agony breaking through block i.e. the Berserkers in IC Prison)
