How do i get a hold of these as drops? And would they be useful on my DK Tank?

ontheleftcoast✭✭✭✭✭You find them in the trophy vaults inside the various districts.
I forget which two vaults are for Willpower sets but you'll need 60 of the appropriate trophy to enter the vault and open the chest. Note the chests return loot scaled to your level so don't go into them without a VR16 toon.
