I found a runestone name hajeiko something like that, what happen if I put a additive or subtractive potency one with it, and somebody know if there is some new runestones??

Do not just wildly experiment with that rune! It is rare and worth a ton of gold. It can create an armor glyph that boosts all three attributes (Health/Magicka/Stamina) or a weapon glyph that deals a ton of damage to Daedra and undead. I do not know complete details, but make sure you know exactly what you are doing with that before accidentally wasting such a rare item.

Yeah I found the information if you put additive potency rune it make 3 stats for armor if it is substructive it make damage to undead and daedra

I got one from the simulacrum of molag bal in the center of the sewers, and 3 other on trove scamps in the sewers too, I don't know how rare they are, this patch I had amazing luck with my rng, I got the all willpower jewerly arcane from my first 3 willpower chests,l molags kena light divine shoulders with in my first 10 purple keys and 4 of the glyphs and I had only killed like 5 trove scamps but with the people I usually play, they hadn't got any single of this glyphs from anywhere.

I was under the impression you can also buy them with TV stones. Is that not the case?

No with tel bar stones you can only buy the potency ones 80 for the level 15 800 for the level 16, the essence one you have to find it and in the guild stores are very expensive around 70k
