Dragon knights talons not working

All of my other skills work just fine but every time I use talons the spell uses my resources but does NOT activate a effect nor does the graphic happen either. Could someone please explain why it won't work ? I'm doing PVP

I noticed the same thing when I was doing PVP last. Turns out it was working, but the effects weren't showing. I used it on a lower level player and saw his health going down, but he wasn't on fire and I didn't see the graphic happen.

When I use it it doesn't show the graphic of it happening and the enemy can still move and still does not lose health. This was happening to me at the release on Xbox one
